Clemenger Melbourne, TBWA Melbourne and Leo Burnett are through to the next round of the Victoria's Transport Accident Commission (TAC) creative pitch, AdNews can reveal.
WhiteGrey is also thought to be the fourth agency on the shortlist.
Saatchi & Saatchi Melbourne, The Monkeys Melbourne and M&C Saatchi didn't make it to the next round of the pitch.
TAC is the government department behind the award-winning Meet Graham campaign, which was developed by its current agency of record Clemenger Melbourne.
Clemenger won the account in 2013 which saw the government body end its 24-year relationship with Grey.
TBWA Melbourne recently hired former Clemenger Melbourne group business director, Naomi Gorringe, who previously led the TAC account. Gorringe could help TBWA have the upper hand in the next round of the pitch.
Lee Simpson, the recently appointed MD of WhiteGrey, also used to work on the TAC account during his time at Clemenger.
The Monkeys Melbourne were also gunning for the account with the leadership team previously working on TAC during their time at Clemenger.
Only Melbourne agencies have been considered in the process and will be tasked with the planning, creation and production of road safety campaigns.
Meet Graham pulled in 56 awards in total at Cannes Lions in 2017, including two Grand Prix. The accolades led to Clemenger Melbourne being named Agency of the Year at the festival of creativity.
All agencies were approached for comment.
